Canadian Nuclear Laboratories (CNL) is Canada’s premier organization for the advancement of nuclear science and technology. Operating multiple laboratories, including nuclear reactors and decommissioning sites, CNL conducts research and development, design and engineering, and develops specialized technology for waste management and decommissioning. CNL operations are licensed by the Canadian Nuclear Safety Commission (CNSC).

Edgewater supports CNL at their White Shell Laboratories near Manitoba and their Chalk River Laboratories near Ontario Canada. Edgewater has provided the following expertise to CNL:

  • Providing Senior Advisor to CNL’s Vice President of Environment and Waste Management (EWM) Division to drive process improvement and problem-solving to the EWM Division at Chalk River Laboratories.

  • Supported and drove the implementation of the Radiological Protection Improvement Plan (RPIP). This plan raised the Radiological Protection program to industry standards and included programmatic improvements to aspects such as radiological work permits, training and qualification of personnel, contamination control practices, radiological monitoring and instrumentation, and overall program efficiencies.

  • Provided Senior Advisor support to review and implement upgrades to CRL’s Conduct of Operations program. This included programmatic and procedural upgrades as well as real-time mentoring of hands-on operations.

  • Provided Subject Matter Expertise to design and implement a new Integrated Work Control Program, based upon best practices from the U.S. Department of Energy Sites.

The DR2 Facility is located in Duncan, Oklahoma. This “first of its kind facility” in North America utilizes advanced gas-plasma technology to recover precious metals such as platinum, rhodium, and palladium from recycled catalytic converters.

  • Edgewater fully supported this “green technology” during the construction, assembly, and commissioning of the facility by providing all the required resources and support infrastructure.

  • Edgewater supported the operating facility by providing Shift Managers and Supervisors, Control Room Operators, Smelter and Auxiliary Operators, Analytical Laboratory Technicians, Maintenance Personnel, Environmental Safety and Health Professionals, and Management personnel and infrastructure.

The Hanford Site is the nation’s largest environmental cleanup project, located along the Columbia River near Richland, WA, and is managed by the DOE with its Tier One subcontractors. The Hanford site was established as part of the Manhattan Project and was involved in plutonium production for nuclear weapons.

Edgewater provides multidiscipline staffing support to Tier One contractors and the DOE Office of River Protection.

Mission Support Alliance (MSA) – Sitewide Services and Infrastructure

MSA works with the Department of Energy (DOE) and all Hanford Site contractors in an effort to clean up the Hanford Site. MSA provides services such as emergency response and training, infrastructure services, as well as cultural artifact conservation. In addition, MSA provides the DOE and contractors with portfolio management to ensure informed decisions are being made.

Edgewater Technical Associates supports MSA’s mission by supplying staffing for various disciplines.

Washington River Protection Solutions (WRPS) – Tank Farms

WRPS safely and efficiently manages, retrieves and treats radioactive and hazardous tank waste in their environmental protection effort. Edgewater has assisted in WRPS’ mission by augmenting their staff with the following:

DOE Office of River Protection (ORP)

One of three DOE offices at Hanford, ORP has responsibility for the River Protection Project, which includes management of the Tank Farms and the Waste Treatment and Immobilization Plant (WTP).

Edgewater provides technical support services in environmental remediation and related technical and administrative program management expertise to support ORP’s mission.

Edgewater has been actively involved at LANL, supporting high hazard, mission critical and environmental operations since 2003. Our staff provide support to the two main prime contractors at LANL.

Triad National Security (Triad): NNSA’s management and operating (M&O) contractor responsible for the weapons and other mission-related activities on the site

  • Edgewater’s two main focus areas include Formality of Operations and Integrated Work Planning. Our Senior Supervisory Watch personnel are integrated into Triad’s plutonium pit manufacturing operations monitoring activities to assure operationally compliant readiness and full implementation of all safety management programs and processes required to support safe and compliant operations.

  • For over a decade, Edgewater has provided leadership to the LANL M&O contractors for the development and implementation of the readiness assessment program. We lead and support numerous operational readiness assessments and reviews and maintain a pre-approved list of mid-level and senior assessors available to support planned assessments across the laboratory.

  • Edgewater’s experienced team of work planners develop Integrated Work Documents for Operations, Maintenance, and Construction activities and have been instrumental in the successful execution of tens of thousands of evolutions ranging from preventive maintenance tasks to nuclear and non-nuclear facility modifications, construction, and D&D projects.

Newport News Nuclear BWXT Los Alamos (N3B): DOE-EM’s clean-up contractor at LANL

  • Edgewater provides project planning, waste management and shipping operations, as well as support for day-to-day operations, emergency preparedness, safety basis and environmental regulatory compliance, training, procedures, and formality of operations. This includes handling and ensuring proper disposal of materials ranging from Transuranic, Low Level Waste (LLW), Mixed LLW, RCRA and TSCA Hazardous wastes, radioactive liquid waste, and environmental remediation sites (CERCLA), and supporting the D&D of radiological and CERCLA/RCRA legacy facilities.

BWXT NFS manages an NRC-licensed facility in Erwin, TN which manufactures specialty nuclear fuel materials for the U.S. Navy’s nuclear fleet.  Edgewater began supporting NFS in 2015 following award of a multi-year Master Services Agreement. Edgewater currently provides:

Oak Ridge National Laboratory (ORNL) is the largest US Department of Energy science and energy laboratory, conducting basic and applied research to deliver transformative solutions to compelling problems in energy and security.

Edgewater has been supporting the Laboratory since 2013 in numerous areas. Our current support includes the following:

  • Safety Basis documentation, hazard analysis, and USQ support for development of new documents, review of existing documents or verification of implementations

  • Staffing support for numerous positions including structural engineering, mechanical engineering, administrative and specialized resources

The Paducah Gaseous Diffusion Plant (PGDP), located in McCracken County near Paducah, KY, is a former uranium enrichment facility that initially enriched uranium for the nuclear weapons program and later for commercial nuclear fuel. DOE Environmental Management (EM) oversees environmental cleanup activities at the site.

Edgewater supports Four Rivers Nuclear Partnership, LLC (FRNP) in their management of the Paducah Deactivation and Remediation (D&R) project in the following areas:

  • Multidiscipline staffing support including safety and industrial hygiene, environmental regulatory compliance, subcontractor/field oversight, project controls and procedure writing.

  • Edgewater has performed Emergency Planning Hazards Assessments (EPHA) for the Paducah site, identification of Emergency Action Levels (EALs) and worked with the Emergency planning group on implementation of the EALs.

Sandia National Laboratories (SNL) in its role as scientific advisor to the Department of Energy (DOE) for the Waste Isolation Pilot Plant (WIPP) is responsible for evaluating the long-term performance of the WIPP repository. This risk-based Performance Assessment (PA) is accomplished with numerous scientific models and codes. The PA forms the technical basis of the Environmental Protection Agency (EPA) periodic Recertification of WIPP operations.

Edgewater provides support to Sandia in its Performance Assessment efforts for WIPP in three areas:

  • Code qualification, sponsorship, and testing, as well as geomechanical and hydrological testing, analysis, and review (Geomechanical Engineer);

  • Geochemical modeling and analysis (Geochemist/Chemist); and,

  • Quality Assurance program development, coaching, and surveillance (Quality Assurance Specialist and Quality Assurance Team Lead).

Additionally, Edgewater personnel support SNL technical staff in representation of Sandia to the EPA for documentation, explanation, and defense of work completed for EPA-mandated compliance recertification applications (CRAs). Edgewater also developed and implemented Specific Administrative Control (SAC) training courses for SNL to satisfy DNFSB Recommendation 2002-3, Requirements for Design, Implementation, and Maintenance of Administrative Controls. Unique courses were developed for; (1) nuclear safety analysts, (2) nuclear facility managers, (3) supervisors, and (4) technical staff.

DOE established the TRU Waste Processing Center (TWPC) as a regional center for the management, treatment, packaging and shipment of DOE TRU waste legacy inventory. Edgewater has supported the safe operation of the TWPC by managing the Nuclear Safety Basis, Conduct of Operations, Fire Protection programs, and other special projects.

Edgewater is responsible for maintaining and modifying the Nuclear Safety Basis to support day to day operation of the facility. Our Nuclear Safety engineers perform USQ evaluations, development of the DSA, DSA modifications, JCOs and other required documentation to operate the facilities safety and in compliance with DOE Orders and requirements. Edgewater maintains the Fire Hazard Analysis, reviews proposed modifications for impact and compliance with life safety code, and performs assessments of the facility for compliance to NFA code and DOE Order requirements.

UCOR is the Department of Energy’s primary cleanup contractor for the DOE Oak Ridge Reservation, primarily focused on cleanup of the East Tennessee Technology Park (the former Oak Ridge K-25 Site). UCOR is also engaged in cleanup and waste management activities at the Oak Ridge National Laboratory and the Y-12 National Security Complex.

Edgewater has been supporting UCOR since 2012 with staffing support and discrete scopes of work. Edgewater provides support to UCOR in the following areas:

  • Nuclear Safety – preparations of required nuclear safety basis documents including HAD and DSAs, review of existing safety documents, verification of implementation and compliance, and special reviews

  • Emergency Preparedness – development issuance of Emergency Hazard Assessments Documents, Emergency Action Levels, Emergency planning and coordination, and Emergency drills

  • Engineering – multi-discipline engineering support, cold and dark isolation expertise, and specialized experts

  • Waste Management – perform facility characterization, waste packaging, waste disposal, waste shipment, waste acceptance and disposal facility and development, and approval of waste profiles

  • Work Control – perform work package development for high hazard facility operations and maintenance

  • Project Controls – provide cost engineers and schedulers to develop and maintain project baselines.

  • Fixed Price Projects – Facility upgrades, site restoration and various projects

WIPP is a US DOE Facility that was constructed for the permanent disposal of defense-generated TRU waste from DOE sites across the complex. WIPP is located in southeastern New Mexico, 32 miles east of Carlsbad, and is managed and operated by Salado Isolation Mining Contractors (SIMCO).

Edgewater began supporting the WIPP Facility in 2014 following facility shutdown for two operational incidents.  We were an integral participant in the WIPP recovery efforts that reestablished readiness to resume operations in late 2016.  We continue to support the facility to this day.

Major areas of support include:

  • Temporary Personnel Support Services: Edgewater provides Site “Staff Augmentation” support through a Service Contract Act-compliant Master Services Agreement. Edgewater recruits and maintains a wide range of support personnel in many areas of the site ranging from clerical and administrative, to technicians and professionals, to senior SMEs in project management, engineering, and specialty disciplines.

  • Engineering and Safety Basis: Edgewater supports a wide range of functional areas and specialty disciplines including Mechanical and Electrical System Engineers, Startup & Test Engineers, and Nuclear Safety Basis SMEs.

  • Training and Procedures Upgrade Programs: Edgewater has led a major overhaul to the WIPP Training and Procedure Programs helping prepare for a successful Federal operational readiness review and restart. Edgewater provided an Operational Readiness Program Lead, served as “chief of Staff” for training and procedures management to direct and track restructuring of the training and procedures organizations to be compliant with DOE requirements, provided a Training Program Lead and training support to establish DOE 426.2-compliant training and qualification programs across multiple operating organizations, and provided a Procedures Program Manager and procedures support staff to establish a DOE order 422.1-compliant procedures and document program, including establishment of a training determination process, verification and validation, review/maintenance processes.
